Roadmap Passar 2.0/3.0

The Passar roadmap forms a joint planning basis for the FOCBS and the private sector for the replacement of the existing e-dec freight application and the digitalisation of monitored procedures and paper forms.

Passar 1.0: transit and exports

  • The changeover for goods in transit has been completed.
  • The changeover from e-dec Export to Passar for exports has to be completed by 31 December 2025 at the latest.

Passar 2.0: imports

Functional scope

- Importation into free circulation

  • incl. simplified importation
  • incl. interim solution for inward processing traffic
  • incl. implementation of AEO requirements
  • incl. Stadi integration
  • incl. Probabel (ex confirmation code)

- Placement in a customs warehouse

- Placement in a tax warehouse

- Reduced goods declaration with subsequent supplement (probably without automatic monitoring) - possible with CustA Art. 42 (pilot)

Passar 2.0 provides all the functions needed to completely replace e-dec Import.

Timetable

Q3 2025: final version of the technical documentation (for software developers)

Q2 2026: start of Passar 2.0 pilot/pre-production phase; start of parallel operation with e-dec Import

31.03.2027: last customs declaration for import in e-dec Import

The schedule for the replacement of e-dec web is still being finalised.

Passar 3.0: monitored procedures

Functional scope

  • Importation or exportation for temporary admission
  • Importation for inward processing (target solution)
  • Exportation for outward processing (target solution)
  • Reduced goods declaration with subsequent supplement (with automatic monitoring)
  • Periodic collective declaration for bulk goods (PSA)
  • Across all goods provisions: two-part exportation

Timetable

Q3 2026: final version of the technical documentation (for software developers)

Q2 2027: start of Passar 3.0 pilot/pre-production phase

The Passar roadmap reflects the planning status as at 23 September 2024. It will be reviewed periodically and updated based on new findings.

The detailed schedule for testing and pilot operation is prepared within the software development working group and with the Operations Directorate, and is coordinated on an ongoing basis.
